How to Choose a Heat Pump Contractor in DC: Eight Tests, No Guesswork

Eight tests that sort DC heat pump bidders in 2026: the load calculation, capacity in writing, DCSEU tier fluency, the panel question, and commissioning.

The DC Metro has no shortage of HVAC crews, and the difference between the ones who will engineer your project and the ones who will merely sell it rarely shows in the ad. It shows in a handful of documents and answers that any homeowner can demand before signing. This guide is the checklist: eight tests, each cheap to run, each expensive to skip. A bidder who passes all eight can be trusted with a Capitol Hill rowhouse or a Potomac colonial alike. A bidder who fails the first two should not get the third phone call.

Test One: The Load Calculation, Run Against the Real Cold

The foundation of every honest quote is a room-by-room load calculation, Manual J or an equivalent, run against the region's actual coldest nights, which settle into the upper teens. Ask to see it. Not a rule of thumb, not a tonnage guessed from square footage, but a printed report with your rooms in it. The metro's stock punishes guessing from both directions: a party-walled Shaw or Petworth rowhouse carries a real load far below its square footage, and the template bid oversizes it into short-cycling; the detached stock in Bethesda, Chevy Chase, and Potomac runs four exposed sides and tall ceilings, and undersizing it hands January to the backup strips. A bidder who quotes without the calculation has failed the test that predicts every other failure.

Test Two: Capacity at Temperature, in Writing

Ask each bidder for the table and get the numbers into the quote itself. Test Three: The Incentive Tell, Current on Both Dates

The incentive landscape is a free vetting instrument, and in 2026 it runs on two dates. The federal 25C credit ended December 31, 2025, so a quote folding federal money into the price is stale on its face, which raises the fair question of what else in it is. And the DCSEU program's current terms run through September 30, 2026, so a District bidder should know the tier structure, $250 to $5,000, name the tier the quoted equipment earns, and sequence the paperwork inside the window. Test Four: The Panel Question, and the Add-On That Funds It

The metro's older stock, rowhouse and postwar suburb alike, runs thick with 60 and 100 amp panels, and a multi-zone system may force new circuits or an upgrade, roughly $2,000 to $4,500. The site-visit test: did the bidder open the panel and price the answer in the quote, or will the electrical reality arrive as a week-two change order? Test Five: The Duct Question, Where Ducts Exist

Across the Maryland-side postwar stock, Silver Spring to College Park to Bowie, ducts are usually present and usually leaky: mid-century runs can lose 20 to 30 percent of their airflow into attics and crawlspaces. The honest bidder inspects them, reports findings, and includes sealing in the price, because sealing is cheap compared to oversizing the machine to fight the losses. A bidder who quoted a ducted changeout without looking at the ducts did a sales visit, not a site visit.

Test Six: Licensing, Insurance, and the Permit Answer

HVAC work in this metro runs under licensing, and permits run through the local jurisdiction, the District or the Maryland counties, each with its own office and inspection rhythm. The test is not whether the bidder can navigate this; it is whether they answer plainly. Ask who pulls the permit, in which jurisdiction, and whether the price includes it. Ask for the license number and insurance certificate. Straight answers take thirty seconds. Hedged answers, or the suggestion that the job goes faster without a permit, end the conversation, because the unpermitted install surfaces later, at appraisal, at sale, or at the insurance claim that gets denied.

Test Seven: References From This Stock

Generic references are easy; matched references are the test. Ask for two or three past customers with your kind of house: a ductless rowhouse conversion if you hold one, an English-basement single zone, a ducted changeout in a Silver Spring colonial, a hybrid in the big Bethesda stock. Then ask those references two questions: what did the first winter's bills look like, and did the crew come back when something needed adjusting? Test Eight: The Commissioning Walkthrough

The last test happens at the end, so set it up at the start: require, in the contract, a commissioning walkthrough. The crew should demonstrate refrigerant charge verified against the manufacturer's procedure, airflow or head placement confirmed per the design, the backup heat lockout configured and the threshold stated in writing, and the thermostat programmed for heat pump operation rather than furnace habits. Ten minutes of demonstration converts the install from a box drop into an engineered system, and a bidder who welcomes the requirement is telling you how they work when nobody is checking.

The Warranty Question, Asked Precisely

One question closes the file: what exactly is warranted, by whom, and for how long? Equipment warranties run through the manufacturer, commonly ten years on the compressor with registration, and registration is a task someone must own, so ask who files it. Labor warranties run through the contractor and vary from one year to ten, and a labor warranty is only as good as the company's odds of existing when you call. That is one more argument for established local crews over the lowest bidder with a new LLC.

Reading Three Bids Against One Map

Collect three bids and read them for the tests, not just the totals.
