The bands assume equipment that holds its rated output through design nights in the upper teens. That machine class costs more than builder-grade, and the premium buys the difference between a compressor that carries a January night alone and one that leans on resistance strips at triple the running cost.
The Rowhouse Bands, City Side
The District's rowhouse stock, Capitol Hill, Shaw, Petworth, Columbia Heights, Brookland, shares party walls, and shared walls are free insulation. A house losing heat through two facades and a roof carries a real load far below its square footage, and most rowhouses condition fully on two or three ductless heads at roughly $2,500 to $4,000 per installed head. The second rowhouse question is where the outdoor unit lives: rear areaways, small back yards, and flat roofs all work, but each is a mounting decision with a price, and it belongs in the quote, not in a week-two discovery.
The English Basement, a DC Specialty
The District's rental geography adds a pattern most metros lack: the English basement unit. A separately conditioned basement apartment is a textbook single-zone ductless project, often at the low end of the first band, and it solves the two chronic basement complaints, damp summers and cold floors, with one machine. Landlords electrifying a basement unit should note that the DCSEU rebate structure covers qualifying equipment here too, sized to the small project.
The Ducted Changeout, the Maryland Play
The postwar stock across Silver Spring, Wheaton, Kensington, College Park, Hyattsville, and Greenbelt mostly carries furnaces with ductwork in place, and a changeout reusing sound ducts is the region's cheapest whole-home conversion, the $8,000 to $15,000 band. Duct condition sets the price inside the band: mid-century runs can leak 20 to 30 percent of their airflow into attics and crawlspaces, and sealing them is cheap compared to oversizing the machine to fight the losses. Ask every bidder whether the ducts were inspected and what sealing is included.
The Big Detached Stock
Bethesda, Chevy Chase, Potomac, and the larger stock out through Rockville and Olney anchor the top band: four exposed sides, tall ceilings, finished third floors, sometimes radiators and no ducts at all. Honest conversions here run three to five zones or ducted-plus-ductless hybrids and land at $14,000 to $24,000. The compensation is comfort in both seasons: rooms the radiators never balanced get their own zones, and the cooling half of the machine finally wins the humidity fight that window units and tired central AC have been losing every July.
Electrical, Priced Up Front, and Partially Funded
Older stock on both sides of the line runs thick with 60 and 100 amp panels, and a multi-zone system may force new circuits or an upgrade, roughly $2,000 to $4,500 in this market. Two disciplines follow. First, the honest bidder opens the panel during the site visit and prices the answer in the quote; the other kind discovers it as a change order. Second, District addresses have a program advantage: DCSEU adds $400 per circuit up to $2,000 for panel and circuit work on the same electrification project, the only incentive of its kind in the region, detailed in our rebates guide. A DC quote that prices panel work without mentioning the add-on is leaving program money on the table.
What the Incentives Do to the Bands
The DCSEU heat pump rebate runs $250 to $5,000, tiered by size and efficiency, with current terms through September 30, 2026. Read against the bands: on a small ductless project the lower tiers trim a modest slice; on a full conversion specifying upper-tier equipment, the rebate plus the circuit add-on can take a five-figure project down by several thousand dollars. Maryland-side addresses claim their own utility's programs instead, by address, not by metro. The federal credit ended December 31, 2025 and appears in a 2026 quote only as a staleness tell.
A Worked Pair of Examples
A Shaw rowhouse without ducts: party walls do their quiet work, three heads cover three floors, the outdoor unit takes a rear areaway pad, two new circuits are added, and the project lands near $11,000 to $14,000 before the DCSEU rebate and circuit add-on pull it down. A Silver Spring colonial with sound ducts: a ducted cold-climate changeout with sealing runs $10,000 to $13,000, claimed against Maryland-side programs. Same metro, one river of difference in paperwork, both legible in advance to anyone holding a load report.
The Humidity Dividend, Priced In
One regional line deserves its own accounting: the cooling half of the machine. Every band above buys heating and cooling in one system, and in this metro the summer half is not a bonus feature. A DC July is a dehumidification problem as much as a temperature problem, and a properly sized variable-speed heat pump dries a house in a way window units and oversized central AC never manage. Priced honestly, the comparison for much of this stock is not heat pump versus furnace; it is heat pump versus furnace plus the replacement AC that was coming anyway, and on that comparison the middle bands frequently win outright, before any incentive enters the math.
Timing the Project
Crews quote tightest in spring and early fall, when the emergency-replacement pipeline is quiet. A fall install carries the standard advantage: commission in mild weather, prove the system through its first winter, retire the old equipment in spring. For District projects there is a second clock in 2026: the DCSEU program's published September 30 date, which rewards projects planned early in the year. January replacements happen at emergency pricing with no leverage and no time for three bids; if the existing system is past fifteen years, plan a season ahead of the failure.

A signable DC Metro quote shows: the room-by-room load calculation against the real design night, the equipment's published low-temperature capacity, head count or duct scope with reasoning, duct findings where ducts exist, the outdoor unit's mounting plan, electrical work as its own line with the DCSEU add-on named where the address qualifies, the rebate tier stated, and the permit jurisdiction.
